Power flashes are caused when high winds make power lines “arc” or touch each other, or power transformers blow because of arcing or other power overloads. Waterspouts are considered tornadoes once they reach shore.
She wrote on Facebook: “Around 1:45 am I woke up to the sound of thunder. Looked out then and saw this waterspout turning into a tornado. Knocking out power transformers in its wake. Crazy!”
